Media registration and competent authorities
Registration of printed newspapers and periodicals in India is governed by the Press and Registration of Periodicals Act, 2023 and its accompanying rules, administered by the Press Registrar General of India. Operating a digital news website does not itself constitute registration as a printed newspaper. If a printed edition is published in India, the registration and imprint requirements applicable to that edition—including identification of its printer, editor, publisher and place of publication—must be fulfilled separately.
Press Registrar General of India
Website: prgi.gov.in
The Ministry of Information and Broadcasting administers Part III of the Information Technology Rules concerning publishers of digital news and current affairs. Application of these provisions is subject to their statutory scope and relevant court orders. On 14 August 2021, the Bombay High Court stayed the operation of rules 9(1) and 9(3) in Agij Promotion of Nineteenonea Media Pvt. Ltd. v. Union of India and the connected proceedings. That order does not invalidate the entire Information Technology Act or all digital media rules.

The statutory powers of the Press Council of India are established by the Press Council Act, 1978. Its jurisdiction over a particular publication or complaint depends on the applicable legislation.
Press Council of India

Applicable legal framework
Depending on the activity, publication or service concerned and the conditions governing their application, the principal legal provisions include:
- The Constitution of India: particularly Articles 19(1)(a), 19(2) and 21, concerning freedom of expression, permissible restrictions, life, personal liberty and privacy.
- The Information Technology Act, 2000: provisions concerning electronic communications, relevant offences, conditional intermediary protection, statutory blocking powers and cybersecurity.
- The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021: subject to amendments in force, the nature of the relevant service and applicable court orders.
- Section 43A of the Information Technology Act and the sensitive personal data rules of 2011; the Digital Personal Data Protection Act, 2023 and the Digital Personal Data Protection Rules, 2025: according to the notified commencement date and scope of each provision.
- The Press and Registration of Periodicals Act, 2023 and the Press Council Act, 1978: to the extent applicable to the publication and activity concerned.
- The Indian Contract Act, 1872 and the Consumer Protection Act, 2019: provisions concerning contractual relationships, services, unfair contracts, unfair trade practices and misleading advertising, together with applicable consumer protection rules and Central Consumer Protection Authority guidelines.
- The Copyright Act, 1957 and the Trade Marks Act, 1999: provisions concerning protected material, related rights, names, marks and their use.
- The Bharatiya Nyaya Sanhita, 2023, the Bharatiya Nagarik Suraksha Sanhita, 2023 and the Bharatiya Sakshya Adhiniyam, 2023: in relation to relevant offences, criminal procedure and evidence, together with the Contempt of Courts Act, 1971 and applicable judicial reporting restrictions.
- The Protection of Children from Sexual Offences Act, 2012 and the Juvenile Justice (Care and Protection of Children) Act, 2015: safeguards concerning children’s identities, dignity, safety and reporting about them.
Responsibility for news and other published content
SCANDIC TRUST GROUP LLC is responsible under applicable law for content it creates and for material it editorially adopts and publishes. Using material supplied by news agencies, independent contributors or other sources does not automatically remove responsibility for the publisher’s own publication activities. Freedom of expression and the public interest in receiving information operate alongside the protection of reputation, privacy, dignity and other protected rights. Injunctions, corrections, removal, compensation and other remedies depend on the relevant legal requirements and the facts of the case.
Historical background and the present publication
The historical English-language newspaper “The Madras Times” originated in Madras, now Chennai. Historical accounts record its beginnings as a twice-weekly publication in 1835. Gantz took it over in 1859, and it was subsequently merged with “The Madras Mail”. As at 1 January 2026, the historical newspaper title therefore had a history extending back approximately 190 years. The present digital offering of “MADRAS TIMES” adopts this historical newspaper title. The historical year of publication does not establish uninterrupted publishing activity or legal identity with the former publication. Today’s “MADRAS TIMES” provides round-the-clock news, seven days a week, in English, Spanish, German, Italian, Portuguese and French. Its coverage includes Chennai, Mumbai and other parts of India, international affairs, politics, the economy, sport, motoring, culture, technology, society and the environment.
Personal data and the role of service providers
SCANDIC TRUST GROUP LLC is responsible for processing activities whose purposes and methods it determines. The roles of technical providers and other partners depend on their actual functions and the applicable legal framework. Contractual arrangements with providers processing personal data on our behalf should address, as relevant to the service:
- The assigned services, purposes, scope and duration of processing.
- The categories of data involved and permitted uses.
- Compliance with instructions, confidentiality and access restrictions.
- Appropriate technical, organisational and security measures.
- Conditions for engaging additional service providers.
- Necessary assistance with data-related requests and security incidents.
- Return, deletion or justified limited retention of data when the service ends.
A service agreement does not itself provide the legal basis for collecting, using, disclosing or transferring personal data abroad. Further information is provided in the website’s privacy policy.
Digital services and unlawful content
Protection under section 79 of the Information Technology Act depends on the intermediary’s role in relation to the relevant third-party material and fulfilment of the statutory conditions. It does not provide a publisher with general immunity for its own editorial reporting. In Shreya Singhal v. Union of India, decided on 24 March 2015, the Supreme Court struck down section 66A and read down section 79(3)(b) by reference to a court order or notification by the competent government authority. Other specific legal duties and valid orders remain effective within their applicable scope. Notifications concerning specific material may be sent to [email protected]. Please identify the full page address, the disputed content, the basis of the objection and the contact information needed for a response.
Freedom of the press and the public role of the media
“MADRAS TIMES” informs readers through news, commentary and discussion of public affairs. Within India’s constitutional framework, freedom of the press forms part of freedom of expression and is subject to the relevant constitutional limits. In Madhyamam Broadcasting Limited v. Union of India, decided on 5 April 2023, the Supreme Court emphasised the importance of an independent press and constitutional protection for criticism of government policies. A critical editorial stance alone does not provide sufficient grounds for restricting media freedom.
Confidential sources and unpublished material
“MADRAS TIMES” protects confidential journalistic sources and unpublished editorial material to the extent permitted by law. Section 15(2) of the Press Council Act, 1978 protects against compelled disclosure of news sources in the Council’s relevant proceedings. It does not create a general exemption from testimony, production of documents or searches in every police investigation or court proceeding. Applicable procedures, judicial orders and available legal safeguards govern those situations.
Reporting, commentary, reputation and privacy
Factual reporting, commentary, readers’ opinions and external contributions are assessed according to their content and context. Holding public office or participating in public life does not remove all protection of a person’s privacy or reputation. Section 356 of the Bharatiya Nyaya Sanhita, 2023 defines criminal defamation and its exceptions. Truth alone is not invariably sufficient in criminal defamation proceedings: the relevant exception also requires publication of the true imputation to be for the public good. In R. Rajagopal v. State of Tamil Nadu, decided on 7 October 1994, the Supreme Court explained important distinctions concerning privacy, public records and reporting on public officials’ official conduct. Newsworthiness does not authorise unrestricted publication of every aspect of a person’s private life.
Corrections, replies and judicial protection
If a report contains an error or affects your rights, requests for a correction, clarification or reply may be sent to [email protected]. Please identify the publication, the disputed statement and the correction requested. Statutory remedies and orders of competent courts remain governed by applicable law. In Bloomberg Television Production Services India Private Limited v. Zee Entertainment Enterprises Limited, decided on 22 March 2024, 2024 INSC 255, the Supreme Court emphasised the need for reasoned decisions and particular care for freedom of expression when granting interim injunctions against journalistic material. The judgment does not confer general immunity for unlawful publication.
Media plurality and foreign investment
“MADRAS TIMES” supports a diversity of views and open discussion of public affairs. Foreign investment in digital news entities established in India may be subject to the relevant investment policy and government approval requirements. The applicable policy permits up to 26 per cent foreign investment through the government approval route in covered Indian entities uploading or streaming news and current affairs through digital media. Identifying a foreign company on this website is not evidence of such approval or of another required Indian registration.
Rights infringement notices and complaints
To report an alleged infringement of your rights, contact [email protected]. Identify the relevant webpage, the disputed passage, the right concerned, the reasons for your complaint, available supporting material and the remedy requested. A complete copy of an identity document is not normally required for an ordinary error notification. Where evidence of identity or entitlement is necessary, information relevant to the particular matter may be requested. Contacting the publisher directly does not restrict access to legal representation, complaints to competent authorities or judicial remedies.
News, information, video and image services
Sources of news and visual material used under the relevant contractual and licensing arrangements include AFP, APA, Reuters, PTI, Euronews, ANSA, Adnkronos, SID, Xinhua, AP, CORBIS, VCG, ANI, Notified, Polska Agencja Prasowa and Yonhap News Agency. The source of a particular item, the rights permitting its use and any conditions governing further distribution are determined by the relevant licence and accompanying credits. Availability on this website does not automatically authorise republication or commercial reuse.
Reuters / Business Wire / AP: corporate news distribution

Corporate news may be distributed to media outlets and financial information systems through the relevant contracted partners and available distribution services. The service provider, channels, geographical coverage, licensing rights and deliverables are determined by the relevant order or contract. Services may include information concerning markets such as the Frankfurt Stock Exchange and Xetra, the New York Stock Exchange, the Tokyo Stock Exchange, the London Stock Exchange, SIX Swiss Exchange, the Vienna Stock Exchange and the Shanghai Stock Exchange. Naming these institutions does not guarantee publication on their platforms or their endorsement of a particular announcement.
International distribution of corporate information
International distribution depends on the services agreed, the available licences and the distribution channels accessible for the assignment. Distribution of corporate news does not replace requirements concerning securities, listing, price-sensitive information or other mandatory disclosures. The legal character of corporate announcements, sponsored articles and promotional material depends on their actual content and purpose. Where they constitute advertising, the applicable advertising requirements must be observed.
Technical security and backups
SCANDIC ASSETS FZCO provides technical operation and maintenance within its assigned scope. The technical infrastructure includes server facilities in Boston, United States, and Kuala Lumpur, Malaysia. Swiss hosting services associated with aspectra and backup services provided by Iron Mountain also form part of the technical arrangements. Darktrace solutions are used for cybersecurity. Security arrangements include protection of data in transit and storage, authorised access, backups and recovery measures. Specific availability and recovery commitments are governed by the relevant contracts. These arrangements cannot eliminate every possibility of interruption, unauthorised interference or data loss. Where CERT-In’s Directions of 28 April 2022 apply, specified cyber incidents must be reported within six hours, and relevant technical logs must be retained securely for a rolling period of 180 days within Indian jurisdiction. Hosting or backing up data abroad does not remove applicable Indian obligations.

Editorial principles
“MADRAS TIMES” values truthfulness, editorial independence, human dignity and a clear distinction between news, opinion and advertising. Paid and sponsored publications must be identifiable as commercial content. Misleading advertising, undisclosed commercial relationships and unfair trade practices are subject to the Consumer Protection Act, 2019 and applicable advertising guidelines. Unsolicited submission of an article, photograph or other material does not automatically create an obligation to publish it, pay remuneration or return it. Rights to use submitted material depend on the relevant agreement and applicable law. News should be read in the context of its publication date and subsequent updates.
Publication profile
“MADRAS TIMES” is a digital news publication with a liberal-conservative editorial orientation. Editorial staff and independent contributors participate in producing its content. Coverage includes Indian and international affairs, the economy, culture, civil rights, civic participation, democracy and other matters of public interest.
Journalistic ethics
Truthfulness, human dignity, privacy, protection of confidential sources, the presumption of innocence and separation of editorial and advertising content are our principal ethical commitments. The Press Council of India’s Norms of Journalistic Conduct provide a relevant ethical reference. Ethical principles do not replace applicable law or limit the legal rights of affected persons.
Contractual arrangements for data processing
Where technical or other services involve personal data, the relevant agreements should specify the actual allocation of tasks, permitted uses, confidentiality, security and arrangements for handling data when services end. A contractual description or designation alone does not determine a company’s legal role. An agreement with a service provider does not replace required notices, consent or other applicable statutory conditions.
Commencement and scope of Indian data protection law
The Digital Personal Data Protection Act, 2023 and its accompanying rules are being implemented in phases. As at 26 October 2026, the provisions establishing the principal processing obligations and individual rights have not yet commenced; their commencement is scheduled for 13 May 2027 under the notified timetable. Commencement of institutional provisions should not be treated as immediate commencement of all processing obligations. Where applicable, section 43A of the Information Technology Act and the sensitive personal data rules of 2011 remain relevant during the transition. Overseas transfers covered by those rules require the same level of protection and either contractual necessity or the relevant person’s consent. Data protection enquiries and requests may be sent to [email protected]. Information about particular processing activities, purposes, recipients, retention periods and available rights is provided in the website’s privacy policy.
Copyright and related rights
Original articles, photographs, videos, graphics and other qualifying material on this website may be protected by copyright. The relevant rights belong to the author, publisher or other rights holder. Facts and news events must be distinguished from their original expression. Section 52 of the Copyright Act, 1957 provides specified exceptions, including fair dealing for private use, research, criticism, review and reporting current events. A particular use must satisfy the conditions of the relevant exception. Attribution alone does not replace any permission that is legally required.
Automated text and data analysis
To the extent that “MADRAS TIMES” holds the relevant rights, it reserves rights over reproduction, bulk extraction, reuse and other controlled uses of protected material. Whether automated collection, text and data analysis or artificial intelligence model training requires permission depends on the actual use, the nature of the material and applicable legal exceptions. This statement does not create exclusive rights over unprotected facts or remove uses permitted by law.
Liability and service availability
The operator’s liability is determined by applicable law and valid contractual obligations. Generally published information does not constitute professional advice tailored to an individual’s circumstances unless such a service has expressly been agreed. Website content and features may be changed within the limits of the law and existing contracts. This notice does not remove applicable rights arising from deficient services, unfair trade practices, unfair contracts or other legal infringements.
External links
The website may contain links to third-party websites. Their providers are responsible for the content they supply. Responsibility for the conduct of “MADRAS TIMES” is assessed separately. A link does not constitute general endorsement of the destination website’s content or a guarantee of its services. Where action concerning a particular link is legally required, applicable law and valid orders govern that action. Notifications may be sent to [email protected].
Discussion forums and user content
“MADRAS TIMES” does not operate a separate discussion forum. If a particular feature allows users to publish comments or other material, its use is governed by the relevant terms and applicable law. Users are responsible for their own contributions to the extent provided by law. The operator’s obligations depend on the feature and its actual role in publication. Original editorial publications and material editorially adopted by the publisher do not acquire conditional intermediary protection merely by being described as user content.
Protection of children and young people
Reporting about children requires particular respect for their dignity, privacy and safety. Section 23 of the Protection of Children from Sexual Offences Act, 2012 and section 74 of the Juvenile Justice (Care and Protection of Children) Act, 2015 impose specific restrictions on identifying children in the situations they cover. Identification may arise from names, photographs, family details, schools, addresses or other information. Any exception requires the authorisation prescribed by law. Publication or dissemination of unlawful child sexual abuse material is prohibited. Applicable notification and reporting obligations concerning such material must be fulfilled under Indian law.
Consumer disputes and jurisdiction
Service enquiries, complaints and disputes may be addressed to [email protected]. Where the Consumer Protection Act, 2019 applies, rights to approach the competent Consumer Commission or another appropriate forum remain available.
India’s National Consumer Helpline provides assistance and a channel for complaints at the pre-litigation stage:
National Consumer Helpline
Telephone: 1915
Website: consumerhelpline.gov.in
Assistance through the helpline does not replace a decision by a competent Consumer Commission or court.
Applicable law and jurisdiction are determined by the relevant mandatory rules and any valid agreement. This notice does not itself establish exclusive jurisdiction in a foreign court or an arbitration agreement.
Effect of this legal information
This document identifies the operator, provides contact details and explains legal matters relevant to the website. Its publication does not automatically amend contracts already concluded. Specific services are governed by the relevant contract, validly incorporated terms and applicable law. The consequences of an invalid provision, including its effect on other provisions, are determined under the applicable legal rules. Rights protected by law are not restricted by this notice.
